A.1. What is your opinion regarding the number of balconies? Simply put, this contradicts a lot of the laws of the number, which arise from the Gemara (for example, all the laws of courtyards that are broken into each other, and in Pesach that "he who stands from the side and outside is outside" – meaning even the one at the door of the synagogue does not join). In terms of common sense and chances of infection, this specific case involves people being very careful and maintaining a distance of 3-4 meters between people (especially when everyone is standing on the doorstep of their own home).
In terms of the guidelines, this obviously doesn't apply, although it is within 100 meters of the worshippers' residence. The question is whether there is a legal obligation in this case (there is still no clear standard for when "the ordinary citizen overlaps," but like when people go out more than 100 meters or function inside a supermarket).
