Did God later change this and one day decide that we should add a blue thread to the original tzitzit.

I didn’t understand where this initial assumption came from. The blue thread is written in the Torah together with the white. What makes you invent that one preceded the other? Unless, perhaps, you read some historical study published in the Queer Journal of the History of Sail Threads for Four-Cornered Garments in Cleveland, Ohio? This requires further investigation.
