From what I understand, the tekhelet snail is rare and difficult to cultivate (for example here: http://old.herzog.ac.il/tvunot/fulltext/al-atar6_raanan.pdf), and therefore it is clear that even if all the Jewish people decided they wanted to fulfill the commandment of tekhelet, it would not be possible.
How can one deal with this?
Could that be a consideration against wearing tekhelet, since it resembles the categorical imperative in the sense that I understand this cannot really be a universal law that everyone should wear tekhelet?

Whoever does not have tekhelet would be considered coerced by circumstances. There is no connection to the categorical imperative, because I would want this to be a universal law, but reality would not allow it.
