Hello Rabbi,
Following the calls for a tax revolt, is it possible to find a halakhic justification for tax evasion during the coronavirus period, for example: a business owner who has nothing to eat, etc.?

I hadn't heard about that call. In principle this is very problematic. If someone has nothing to eat, that is a different situation, and there I think there is room for some flexibility within accepted limits. A revolt is another matter, and in my opinion it has no place, at least in the current situation (which in my view does not justify it).

From a halakhic standpoint this is forbidden if it falls under the prohibition of theft, because theft is not subject to the rule of "and live by them."
