Question

Hello Rabbi. I wanted to ask whether you have an explanation for the distinction between “anything that separated is assumed to have separated from the majority” and “anything fixed is treated as half-and-half.” Why don’t we follow the majority in both cases? (Or conversely, treat both as half-and-half.) Thank you
