I met a teacher who until a few years ago had been an excellent kollel fellow in an excellent kollel. Truly a source of pride and glory.
I asked him: how much do people there actually study? (I know the place well.)
He answered me that a few dozen study seriously.

So I said to him: but I know that kollel well, and many hundreds are registered there.
Some show up, some are just plain schnorrers—teachers, scribes—who are registered there in order to receive the religion-ministry stipend, apparently half for them and half for the kollel.
Out of those who do show up, many show up only a little, and many others are just piles of good-for-nothings and idlers for its own sake.
So while there are indeed a few dozen who study there, they are really nullified in the majority.
Apparently less than 10%.

He was silent.
Silence says it all.
And I know quite a few kollels.
