Why Aren’t There Severe Punishments

Hello,
I’ve been wondering for many years why they don’t legislate a life sentence for anyone who commits any kind of terrorist act (even throwing a stone, for example), and why they don’t legislate a minimum sentence of 20 years for every kind of protection racket, drug dealing, and the like. Then terrorism inside the country would disappear by eighty-something percent, because people would know that the moment they’re caught they’re going to prison for life (and not just for a few years), and they would think very many times before doing anything. And even if not—then simply, technically, anyone who commits a terrorist act would be in prison and wouldn’t be able to go back and carry out terrorist acts, since many of those who are released return to it.
And the same with crime—people would think hundreds of times before engaging in protection rackets and other criminal activity, because they would know that the moment they’re caught they’d get a minimum of 20 years in prison. Most criminals aren’t stupid, and it wouldn’t “pay” for them to get a few hundred thousand shekels, or even millions, “in exchange” for 20 years in prison.
There ought to be agreement on these things from a majority of Knesset members, so why don’t they legislate this today already?????
And if they talk about balances, proportions, reasonableness, and all kinds of other nonsense—for everything you can find ways around it, like an emergency law, a temporary law (that they renew every year), a law for a limited time, etc. etc. For every legal obstacle you can find a solution.
