Is it known why medieval authorities (Rishonim) such as Ibn Ezra, Rabbi Judah Halevi, Radak, and others did not write a commentary on the Talmud?

I have no idea. Why should they have written one? Why didn’t Maimonides write a commentary on the Hebrew Bible (Tanakh)? And why didn’t Rashi write on the midrashim? And why didn’t Rabbi Moshe Chaim Luzzatto not write on the Talmud? Everyone writes about whatever seems worthwhile to him.
