Those “reports” are highly dubious, and in any case they do not say that there are aliens. Certainly not that it is “known.”
I also don’t see the connection to the issue at hand. They could just as well have been monsters from our own planet. If He did not command, then of course there is no value in fulfilling the commandments. So what is the question? But a deistic God is not supposed to judge you for anything, since He did not command you, so I do not understand the question.
In my opinion, if there is a philosophical God (deistic), and there is also a claim that He revealed Himself and there is a tradition about that, I see no reason at all to attribute it to aliens.
