If I send you mishloach manot containing meat, for example, do I fulfill my obligation, given that you won’t eat it? (As a matter of Jewish law and not in practice, of course I won’t send you meat :))

I don’t know. I assume you would formally fulfill your obligation, but if you know in advance that I won’t eat it, then there is a kind of deception here (see Hullin 95).
