The moment you define the terms and the claim more clearly, you'll discover that this is either empty nonsense or an ordinary claim that can be discussed in a clearer way.

What is exists — that which exists necessarily exists, since if not it would not have existed. And what is not necessarily does not exist, since otherwise it would not have been non-being.
What is the fallacy here?

Why do you think the concepts are unclear and create confusion? Broadly speaking, the argument is simple: what is must exist, because it is, and what is not does not, for the same reason. What is logically wrong with that assumption?
