Question
I came across a video by an interesting person who claims that the Torah does not say that one must put on tefillin.
If the Rabbi has time to watch the video and respond, I would appreciate it.
Answer
I started watching and saw that there was no point. He ignores the tradition and interprets the Torah according to what seems right to him (with rather weak evidence, from what I saw at the beginning). He of course assumes there is no Oral Torah.

Maybe because the current form began later, in the days of the Sages. Even if the Sages interpreted the Torah, that is the interpretation that is binding for Jewish law. There is no necessity to assume that this is how they practiced in every generation.
What about the claim that other traditions do not uphold this commandment?

And if so, if this was part of the tradition, why is it not practiced, or at least why was it not practiced, among the more conservative traditions (Samaritans, Ethiopian Jewry)?
