I don’t see this as a difficulty. There are priests and ordinary Israelites who receive different sets of commandments, since their roles are different (more central or less so). The same applies to Jews and non-Jews. The purpose of creation is supposed to be achieved by humanity as a whole, and it is not correct to examine this in terms of an individual person or group in isolation.
