I would like to know what the ruling is on a child born within a civil marriage, when his mother did not divorce her first husband according to the law of Moses and Israel.

There is no significance to the question of whether she was legally married or not in the second marriage. The child from the second is a bastard and of course invalid for marriage. Only if something is found that invalidates the first Kiddushin can the law change.
