In the series of lessons on learning and ruling (and in other places), the rabbi said that a halachic questioner should present the halachic data, and the answer should be decided.
One of the implications is that there is no such thing as a verse in general, and in particular not a homrah or a kola if it is not a dina.
I saw Baba Metzia come out and say:
Rav Papa said: Here is the story of the great Rabbi Papa, son of Abba, and I have explained to him the prohibition of one thing as a rule and the other as a rule.
Is this formal authority?
