Let alone two-way

In Tractate Berakhot, page 21, page 1, it is written:
Rabbi Yochanan said: We learned that the blessing of the Torah after it is from the blessing of food, easy and heavy, and the blessing of food before it is from the blessing of the Torah, easy and heavy; the blessing of the Torah after it is from the blessing of the food, easy and heavy: and what food is not charged before it – is charged after it, Torah that is charged before it – is not a law that is charged after it; and the blessing of the food before it is from the blessing of the Torah, easy and heavy: and what Torah is not charged after it – is charged before it, food that is charged after it – is not a law that is charged before it. Here is the difficulty: what about food – since one enjoys, and what about the Torah – since one lives forever! And further, Tanan: One blesses food after it and does not bless before it! Tyuveta.
I wanted to ask how Rabbi Yochanan teaches two qu'rans in opposite directions? After all, if one is more severe than the other, the second is not necessarily more severe than the first.
