A yeshiva that manages to pass the Ministry of Religious Affairs audit in a fraudulent manner (the audit checks that a certain percentage of those registered are in the yeshiva at the same time, and the yeshiva passes the audit by students who enter twice with a photocopy of their friends' ID cards), and thus continues to receive funds, even though in the normal way it would be fined and not receive funding for the coming year, is this considered theft?
Is there a problem with studying in this yeshiva (from the perspective of theft or a mitzvah that comes with transgression)?

In principle, this is complete theft. Although there are cases where a problematic situation arises because the Ministry of Religious Affairs landed on them at the exact moment when there are some constraints and a few young men are missing by chance, the real situation is normal. In such situations, there may be room to bend the rules a little. But if the situation in the yeshiva is not as reported, then this is theft and there is no cooperation with it.
