Rainy fast
Hello Rabbi,

I am currently studying Tractate Taanit and would like to know how the rabbi understands the issues.
It seems that when the Sages asked to declare a fast, it was clear to them that this was a request from God to supposedly "intervene." At least according to the stories from the Circle and Abba Hilkiah, etc.
This is difficult, because why assume that the weather then was not exactly the same as today (i.e., chaos). Although it seems from the issues that the connection was direct and causal.
Did God, supposedly, "not change policy" during that period (as the Rabbi said in the link above)?
