My argument was that it is seen there that women are obliged to study the laws that concern them, even though according to Medina DaGemara and all poskim they are exempt from Torah study. Conclusion: Studying in order to know what to do is not Torah study. Mishal. What you are commenting on is that the words of the Maga and the Ma'ba are still tsa', since if they are exempt from Talmud Torah, why should they bless? They apparently claim that they bless even if they are not obligated by the mitzvah but only belong to it in some way. But whatever the evidence from their words, it stands (I assume that they certainly do not disagree that women are exempt from the mitzvah of Talmud Torah). But precisely on this basis I argue that the assumption of the Mab and Maga is incorrect. This is not a blessing of commandments but a blessing of praise, and therefore the question is essentially irrelevant.
