The separation of challah or tarom of a secular person

Is the act of performing a challah or tarom by a secular person valid? And what about a traditionalist?

Good question. If it's an atheist (or someone who doesn't believe in Halacha and the giving of the Torah), then I don't think so. Regarding Kiddushin, I was once asked and I answered yes. Although they don't have a mitzvah, they do have a valid contract according to the law of Moses and Israel. But Challah and Promah are Halacha acts, not contracts, and as such they have no validity or application unless they were done by someone who violated the observance of a mitzvah.
