Is there room for leniency in wine drinking today, since no one really drinks wine in the West Bank today? The concern of "because of their daughters" is indeed more relevant today than in the past, but not necessarily in the context of lifting a bottle of wine.

If there is no one to anoint, then there is no anointed wine. You probably mean just wine, which is a rabbinical decree. Here we have entered a decree that has no effect, and simply remains in effect until another rabbinical court comes and abolishes it.
