Neighbor procedure
Regarding a neighboring procedure that the IDF used against terrorists, the High Court ruled that this action is prohibited. My question is, is it right for the High Court to interfere in the IDF's military activity? Apparently, yes, because it is a moral question. Another question is, if there is a reform, will the High Court be prohibited from dealing with such matters, or is it assumed that the High Court will rule differently?

The fact that it is a moral question does not mean that the Court can intervene. It is not responsible for morality. The question is whether such actions are consistent with international law, and then supervision by the Court protects us from sanctions and actions by the international community.
I have no idea what will happen following the reform. The question is what will pass and how.
