That’s simply not correct.
“He will bring forth your righteousness like the light, and your justice like the noonday” is from Psalms 37.
I recommend checking this site, and then you’ll see how much gematria is worth, if anything at all.

Yossi Cohen said something correct: that this is the only verse (Psalms 119) whose gematria comes out to Rosh Hashanah (861). You brought a different verse (Psalms 37), “He will bring forth your righteousness like the light,” etc., whose gematria is altogether different (1379).

It’s hard to deny that the gematria Yossi Cohen brought is nice, and nicely expresses the essence of Rosh Hashanah as a Day of Judgment and coronation.

He found a complete verse, and it is the only one, so there isn’t much arbitrary freedom here like you’re trying to say. Apparently I didn’t define the gematria method correctly on that site, and you’re right, it’s 1379.
But in searches in other contexts I got plain nonsense.
And besides, if you’re looking for meaning in gematria, there can be a huge number of matching phrases.
By the way, that site I linked here doesn’t give you all of them, only a phrase/word that someone once searched for — it saves those.
