I didn't understand the question. What's the difference between Passover and other days? The Jerusalem Talmud writes that the unlearned masses do not lie on the Sabbath.
On all days—weekdays, Sabbath, or Passover—one should act according to the instructions of the Ministry of Health.

My opinion is that Rabbi Kanievsky's instruction is not valid even in Bnei Brak. His instructions, especially on this issue, show that the man is fed by rumors and does not really understand what this is about. Therefore, even if I were to accept in principle the validity of instructions from some rabbi or other (and I do not), here they have no validity.
The reason one should pray individually in Bnei Brak or anywhere else is because of the force of the Ministry of Health's instructions, not because of the force of Rabbi Kanievsky's instructions. And everything depends on the instructions. I am not aware of any special medical directive for Bnei Brak, although in light of the situation there (among other things thanks to the instructions of the aforementioned rabbi) it is possible that a stricter lockdown will be imposed there, and then the Ministry of Health will also issue special instructions for Bnei Brak.
There is an argument over whether the instruction of our master, teacher, and rabbi, Rabbi Chaim Kanievsky, applies only to Bnei Brak, or to the whole country.
