Apparently, I don’t decide whether to decide. That is, I can’t consciously choose any particular choice unless that’s what seems right to me,
and after all, I didn’t decide that it would seem right to me that way—which would mean that there isn’t really any choice?

If you are talking about facts, that is correct. Choice deals with values, not with facts.
