If I need to register for a certain course, but in practice I’m not actually going to attend it, and I know that the owner of the course gets extra pay for each person who attends the course, is that considered that I’m stealing from whoever pays the course owner? After all, at the end of the day it makes no difference to me whether the money is transferred to the course owner or not, since I don’t benefit from it, but on the other hand I indirectly cause him to receive it.

I didn’t understand. Are we talking about a university? Who pays whom? Who is requiring you to register? What exactly is the case?

I can’t answer like that. If you don’t show up, how will you get the paper? Will the course providers lie and say that you attended?
They’re negligent and don’t check attendance, so everyone gets the paper.
If so, there’s a problem with receiving the paper itself. Whoever relies on it (and also pays for it) assumes that you took the course.
This isn’t about a university. There’s some course I need to go through for a personal reason, but in practice there’s no attendance list. My question is whether, because they receive funding based on my attendance, if I don’t show up am I considered a thief? I need their document saying that I attended the course (not for a professional purpose, because that would be fraud, but for a personal reason), but I don’t benefit from the bonus they receive because of me.
