Question
A certain organization offers every year a sum of money to anyone who studies some Talmudic material. Last year I took part in the program, but because I was abroad when the money was distributed, I was unable to collect it. A year has passed since then, and now I saw that they offered it again, but I did not participate. My question is: can I report that I studied this year in order to receive the money from last year? (It should be noted that there is no supervision over the registration there, and I don’t want to talk about it with the organizers because it seems very strange to ask for money from last year.)

Is it the same amount and the same requirements? If so, it seems to me that it’s possible.

If I parked somewhere in the city and forgot to activate Pango and didn’t get a ticket, am I obligated to activate Pango at that time because otherwise it’s theft from the municipality, or does the ticket system make up for that?
I hadn’t thought about that until now, but apparently you do need to. The fact that there are fines isn’t payment on your part.
