Question
Hello and blessings,
What is the Rabbi’s view regarding the blessing “Baruch She’amar”? Did it arrive as a note from Heaven, or is it an enactment of the Men of the Great Assembly? The practical difference would be regarding the obligation to recite “Baruch She’amar.”
Answer
Apparently a note from Heaven. Lucky for us it happened to fall right to us.
Discussion on Answer
It is not mentioned in the Talmud. And in Pri Chadash 51:1 he was uncertain about the ability to institute enactments after the Talmud. Simply speaking, it seems that it is obligatory only by force of custom.
The fact is that the Shulchan Arukh writes that one should skip it in order to manage to pray with the congregation.
Does the Rabbi see this as something binding?
