If you remember someone from whom you stole, you have an obligation to repay them and it is highly advisable to confess to them. If you do not remember who you stole from, then there is no dilemma about whether to reveal it. In such a case, according to the law, the amount must be donated to public needs. If you cannot, do what you can. In principle, you have to repay everything.
