Most people cannot know everything in all fields, so every subject has its experts.
This is true in medicine, engineering, the judiciary, and every other professional field.
An investigative committee met for a minute, examined testimony, reviewed documents, etc., and came to the conclusion that Bibi was probably guilty of the deaths of 45 Israelis through negligence or crime (apparently various political considerations led to the problem not being addressed for many years while he was Prime Minister).

Sounds clearly excessive to me. So he made a mistake. Is there a person in authority who has never made a mistake? Except that in most cases a disaster doesn't happen, and certainly not one like this, but this is just an incident. I don't see any relevant consideration for the vote here.
From the island of Teme, I also don't understand the difference between terrorists with blood on their hands and those without, both in terms of releasing terrorists and in terms of punishment (including criminal). The only difference is whether they succeeded or there was a glitch. The blame and the risk are the same in both cases, so there shouldn't be any difference between attempting a crime and actually committing it.
