What does citizen consent have to do with public regulations?!!

why? The community regulations are based on the consent of the citizens (to accept the authority of the city's best men). Any community whose members agree to accept the authority of a joint government over them has this government valid under the law of community regulations. The same applies to the branching off and the branching off.
