Permission to kill anyone who tries to physically stop railway construction work
Hello Rabbi,
Recently, it was reported in the news that extreme Haredim are trying to physically stop the construction of the Jerusalem light rail on certain streets. This includes getting under trucks, using babies and strollers to stop bulldozers, etc. Do you think it is permissible to continue the work while knowing that the rioters will die as a byproduct? And what about their babies? This reminds me of what you wrote about killing a thief even on Shabbat, when if a person cynically uses halacha against you, halacha freezes itself in such a case.

I don't think there is permission to kill them. But definitely to beat them as they should and to arrest them, judge them, and punish them legally.
If a person threatens me to give him a shekel, I am allowed to shoot him because he is a threat to my life. But if a person is just pressuring me to give him a shekel, I am not allowed to kill him.
If there is a significant public need and they place themselves under the trucks and there is no other way to do the same, then there is certainly permission to continue as usual after a warning, and if they still place themselves under the truck, they will bear the consequences.
As an aside, the freeze I was talking about is based on halachic prohibitions. But morally it is not appropriate to kill in such a situation (disproportionate).
