Sixth of Av or Twelfth of Av?

Must we close again on Tishrei B'Av for the destruction of the Second Temple?
His claim is that he is grieving for now and maybe it can be saved, and there is no point in grieving for then when now, once again, through gratuitous hatred, destruction is being caused.
