I understood that when months are renewed according to the calendar and not according to the testimony of the sighting of the Nativity, there must be a handful of Jews in the Land of Israel for it to truly be sanctified and for a new month to begin, and in turn all the feasts.
What is this related to?
How many Jews do you need for this? 10 is enough?
What is the source of this?
I don't even know where to look.

These are questions of 'tema dekra', and I don't usually deal with them. One could assume that the calendar is related to our being a defined nation and that this only happens in the Land of Israel. Of course, one has to define how many there are to be in order for us to be considered to have a hold or root there. I don't think there is a definition for this, and there were indeed arguments about this at the beginning of the calendar era, between the centers in Babylon and Egypt (RSA) and the center in the Land of Israel.
