Voting for an election for a person who masturbates

שו"תVoting for an election for a person who masturbates
שאל לפני 3 שנים

It was announced today that a man arrived to vote at the polling station fifteen minutes before his wife's funeral, because of the commandment "and do whatever you are told":
https://www.bhol.co.il/news/1457350.
Someone responded to him that this was a mistake, since according to Halacha: "The masturbator is exempt from all the mitzvot, such as prayer, reciting the Shema, putting on tefillin, studying Torah, and more. And he is not permitted to be strict with himself and fulfill them."
Is this true? From a legal perspective, would it have been better for him not to vote? Assuming that there is a mitzvah in voting, is he fulfilling a mitzvah?

There is no mitzvah in voting, and the Haredim, as usual, confuse the mind with their propaganda. But there is value in it, and I think that is enough to go out and vote. It doesn't have to be a halachic mitzvah on a formal level. Although fifteen minutes before his wife's funeral, it sounds excessive to me. On shiva, it certainly is.
