Voting for the disabled/double envelopes
I study in Jerusalem and live far from home and I don't have the time/energy to spend an entire day just to go vote. Am I allowed to go vote at the disabled/double envelope polling station? (From a legal perspective, it's a criminal offense to go vote there if you're not really disabled or something) assuming that if I don't vote there then I won't go vote at all (I think the state would prefer that I vote in this case)

This is not a question of what the state prefers. It is forbidden by law and that is it. Although morally I do not see this as a problem, and if it involves a significant abrogation of the Torah, then at least on a moral level there is certainly justification for it.
