The Gemara in Hagigah page 6 is satisfied with whether the offerings in the wilderness were bulls or sheep, and the Gemara asks what the nefm is. The Gemara offers one nefm regarding the punctuation of the verse, a second nefm regarding the issue of if someone vows a sacrifice as in the wilderness, what he should bring.
The second NEP"M sounds a bit silly to me, the fact that you found some case where it is different is called NEP"M? If so, then we can seriously apply NEP"M to vows and kiddushin for everything and that's it, why didn't the Gemara simply say it and here we found NEP"M? (Well, I understand that they didn't grow up in yeshiva with Talmudic clowns so they didn't know, and still, what's the difference anyway)
Or in general, my question is, can you define what is called a mina.

A worthy question, and perhaps I will write a column about it. In general, there is book 11 in the Talmudic Logic series, Platonism of Talmudic Thought: http://www.collegepublications.co.uk/stl/?00012 This depends on the question of why a NAP is needed for Talmudic discussion. Whether to remove positivism or to clarify the sides, or to show that there is another practical implication, there is no Torah study here. See also Baran Sanhedrin 15:1-11, "How many Sinai bulls" written by Nefm for the vow of nuns, on the understanding that it is on the 23rd. Although the name of the NEPAM is not entirely one-sided. For some reason a person really wants to bring a sacrifice like in the wilderness, and therefore what happened in the wilderness must be discussed. It is not like a monk who vows on the knowledge of a Sinaitic bull on the 23rd. What's more, it is truly a NEPAM, but the time in which it is applied has already passed. It is not a NEPAM for us, but it is like Israel discussing the laws of the priests that are not a NEPAM for him. I once wrote in the Bar that I think he was joking, and in fact he claims that there is no need for a nefm. And so perhaps also in the Gemara during the celebration. We discuss a Torah passage and want to understand it. Why do we need a nefm?
