See Menachot 38a, where it says that this does not invalidate it, except that a commandment was lacking. Though plainly the intent there is the order of inserting the threads into the corner, the later authorities (on Maimonides, Laws of Tzitzit 1:7) wrote that according to his view the intent is also someone who put the blue before the white in the windings.
