Burial for Someone Who Did Not Manage to Complete the Conversion Process

Hello Rabbi,
Alina, the daughter of Olga Plakhti, was murdered at the Nova festival before she completed the conversion process, and therefore, contrary to the family's request, she was buried outside the fence. Is there really no solution for someone in the middle of a conversion process? And if there is, why does the religious establishment insist on not finding solutions? Or is it really true that there is no halakhic solution other than burial outside the fence?

There are quite a few halakhic solutions here. The Rabbinate, true to form, is fossilized.
