I don't know the details, but I doubt whether such a plan would be implemented properly without regulation by the Ministry of Education. Even in institutions that are regulated, education and learning are not what they seem. Look at what is happening with secular studies in all types of Haredi education. Including the unofficial and quasi-official ones.
